Data Envelopment Algorithms to Increase Economic Efficiency and Export of Nation and Its Regions

Abstract

The economic efficiency has been elaborated from the perspective of territorial-administrative units. The approach of dynamic reassessment for acheiving higher level of output is described as a result of better allocation of production resources by each region. The algorithm of target structure dynamic computing for commodity export has been suggested, improved and demonstrated. Such a structure for Ukraine, Odeshchyna and Zakarpattya has been found on the 2006–2016 data. Despite of a wider diversification, this structure for Odeshchyna gives worse result than for Ukraine as a whole. A larger export corresponds to specialization on the leading world export groups. Those groups are characterized by higher risks and personnel requirements. Such a specialized structure for Zakarpattya allows its export growth by above 10%.
